Ask Engadget: best tablet, software and case for a child with a developmental disorder?

Ask Engadget best tablet for a child with a developmental disorder

We know you've got questions, and if you're brave enough to ask the world for answers, here's the outlet to do so. This week's Ask Engadget inquiry is coming to us from is from Kim, who wants to help her four-year-old play games and communicate in the home. If you're looking to send in an inquiry of your own, drop us a line at ask [at] engadget [dawt] com.

"I'm looking at getting a tablet for my four-year-old, developmentally delayed daughter. She uses an iPad with her therapist to play games and say what she wants, but I'm not sure if I should get the same for the home. Is there an Android alternative that's as useful in our special circumstances, and is it compatible with a sturdy, water-proof case for it?"

For our two cents, we'd say that in such circumstances, continuity is probably an important factor to take into account. However, we're also aware that some of the specialist apps run into the hundreds of dollars, which few can easily afford, so let's turn the question over to our community. Do you have experience in the area, or perhaps you've already been in this situation? Either way, why not share what you know?

A burglary at a church leads to a chance for grace

Beginning two weeks ago, thieves crossed one of the last taboos in a struggling part of town. They broke into a storage room at Our Lady of Guadalupe Catholic Church in east San Jose and stole $25,000 worth of musical instruments and sound equipment.

Actually, they did it three times -- on June 27, and then on July 3 and 4 -- almost as if a single insult were not enough to a parish that depends on the equipment for its Sunday mass. It was like robbing someone repeatedly of a voice.

While Our Lady of Guadalupe is not a rich church, it has been touched by eminence.

Cesar Chavez was one of the first parishioners. Bobby Kennedy visited in 1968. One of the church's first priests, Father Donald McDonnell, brought the gospel of social justice to the neighborhood.

And what happened Thursday night in the wake of the burglaries proved the adage that misfortune can evoke the very best in us.

Under the leadership of Father Jon Pedigo, who has just been assigned to the parish, the church members hit on the idea of a mariachi festival. It would raise money to replace the equipment, which the church's musicians had bought with hard work and taco sales.

A big turnout

With only four days' notice, between 400 and 500 people lined up outside the church to pay $10 apiece to hear groups like Mariachi San Jose, led by college kids, and Mariachi Tapatio, a legendary band with roots

in Guadalajara.

I asked one of the MC's for the event, attorney Fernando Zazueta, why the thefts had such resonance.

"The thieves violated sacred ground," said Zazueta, who grew up nearby at 31st and San Antonio streets. "We knew they had no respect for property. But they violated the community directly. No one wants to see a church desecrated that way."

Zazueta couldn't help but add another reason for the big turnout: "We told people it was going to be mariachis."

To their great credit, the mariachis donated their services. Monique Borceguin, one of the members of Mariachi San Jose, told me that the church had contacted the group's manager -- and all nine members of the band, who include kids who have gone to Stanford, MIT and Santa Clara University, showed up.

Contributions

And there were more people than just mariachi fans helping out. Last Wednesday, Zazueta stood up before the Downtown San Jose Rotary and told them about the church's plight.

One of his listeners was Greg Nelson, a San Jose City College administrator who offered to help. SJCC no longer has a marching band, but the school has unused instruments and equipment he was willing to donate.

The police have not yet made any arrests in the burglaries, though Police Chief Chris Moore visited the church on Monday. "The case isn't closed," said police spokesman Jason Dwyer, who said there was no physical evidence left at the crime scene.

But that was almost beside the point on a night incredibly rich in pride and a determination not to be beaten by thieves. As the sounds of Cielito Lindo faded away and Mariachi San Jose left the stage, I asked Father Pedigo what the event meant.

"It shows this community is pulling together, that we are stronger than the robbery,'' he said. "This is an opportunity for an outpouring of grace."

Spinning Science: Centripetal Force Using Marbles in JELL-O

Key concepts
Physics
Forces
Motion
Centrifugal force
Circular motion
Acceleration

Introduction
Have you ever wondered what keeps you in your seat when you're riding a giant loop-de-loop roller coaster? Surprisingly, it's not only the seat belt! You're kept in your seat because of something called centripetal force. Centripetal force actually does much more than make a ride on a roller coaster's loop possible?it keeps satellites in orbit and you in your bicycle when taking a turn!

In this activity, you will use marbles and JELL-O to investigate centripetal force and circular motion. Which way will the marbles go?

Background
Isaac Newton, a careful observer of nature, used mathematics and science to describe natural phenomena that were not understood at the time. Newton's laws of motion are still used today, and these principles can be found in almost any moving technology. Newton discovered that for an object to move, it must be acted on by a force that makes it move in a certain direction. The object set in motion will continue this motion until it meets an opposite force. You have felt this phenomenon when riding in a car. When the car starts moving you rock backward because your body wants to stay in its stationary position. After you're moving, if the car suddenly stops you will rock forward because your body wants to keep moving at the same speed and direction.

Newton realized that when an object moves (or accelerates) in a circle, the object will move outward, away from the circle's center. For example, when you're riding in a car and it makes a turn, your body moves to the outside of the turn, away from the turn's direction. The force that makes you follow a circular path, even though your body wants to move away from the turn, is called centripetal force.

Materials
???? Transparent plastic cups, at least four
???? Scissors or one-hole puncher
???? Duct tape or electrical tape
???? String
???? Cooking pot
???? Measuring cup
???? Stove
???? JELL-O, two packages, each of a different color
???? Refrigerator
???? Marbles, at least three
???? An open area outside
???? Flashlight

Preparation
???? Use the scissors or one-hole puncher to make a small hole about 2.5 centimeters (one inch) from the top rim of one of the plastic cups. Make a second hole on the opposite side of the cup.
???? Put a small piece of duct tape or electrical tape on the edge of the cup, just above each hole. Fold over the tape so it is on the outside and inside of the cup, but not blocking the holes. This will help prevent the string from detaching.
???? Attach the string to the cup, tying one end of the string through one of the holes at the cup's top and the other end to the other hole.
???? This cup will be your centripetal force generator. Test to make sure that the string is strongly attached to the cup by holding on to the string and pulling down on the cup.
???? Ask an adult to help you make the JELL-O. Be careful when working with the boiling water. Also, be careful not to let the JELL-O spill and stain anything.

Procedure
???? Make one of the packets of JELL-O by dissolving it in the appropriate amount of water according to the directions on the package.
???? Pour the JELL-O into the three other plastic cups, filling each cup halfway full.
???? Place these cups in the refrigerator and chill until the JELL-O is completely set, about two to three hours.
???? When the JELL-O is set, in each cup place a marble on the surface of the JELL-O in the center of the cup. Gently press it into the JELL-O just until the marble is secure and will not move around. Why do you think it is important that the JELL-O is firm enough to support the weight of the marble?
???? Make the second batch of JELL-O. Why do you think the second batch should be a different color from the first?
???? Slowly and carefully pour the hot JELL-O into the cups, covering the first layer of JELL-O and the marble until the cup is almost full, leaving about 2.5 centimeters at the top of the cup.
???? Place the cups back in the refrigerator until the mixture is completely set, about two to three hours.
???? When the JELL-O cups are set, put one of them into the centripetal force generator cup (the cup with a string tied to it) by stacking the cup with JELL-O inside the centripetal force generator cup.
???? Take the stacked cups outside to an open area. (If the string on the centripetal force generator cup broke by accident, you would not want to get JELL-O all over the floors, walls and furniture!)
???? Hold the string and twirl the stacked cups around your head for 20 revolutions, counting each time the cups make a complete circle. If you were to let go of the cups while spinning them, in what direction do you think they would go?
???? After 20 revolutions, stop spinning and remove the inner cup from the outer cup.
???? Shine a flashlight through the cup with the marble. Can you see the marble? Where is it? How has it moved?
???? Tip: If you have trouble locating the marble, try backlighting the marble by shining the flashlight through the back of the cup, toward you.
???? Tip: If the marble did not move, the JELL-O may be too firm. First try spinning it around for 20 revolutions again?but this time spin it harder. If the marble has still not moved, either let the cups sit out at room temperature overnight to soften the JELL-O or repeat this activity, this time using more water to make the JELL-O.
???? One at a time, spin the other JELL-O cups in the centripetal force generator cup for 20 revolutions. Do you notice any patterns of movement? Did the marbles always move in the same direction? Did they move in the direction you thought they would? How far did they move?
???? Extra: One of Newton's other laws says that there is a relationship between the motion of an object and its mass. Try a similar activity with small objects of different weights to see if this has an effect on the amount of movement an object makes due to centripetal force. Instead of marbles, try lead fishing weights, beans, quarters, beads, etcetera. Do you notice a difference in motion between objects of different weights or sizes?
???? Extra: How fast did you swing your centripetal force generator? Is there a relationship between speed and circular motion? Try using a metronome to guide your speed of rotation, setting the metronome at fast and slow speeds. Do the cups move differently at faster speeds than they do at slower speeds?
?????? Extra: There are many ways to investigate Newtonian motion. Try taking some of your cups containing JELL-O and marbles with you for some on-site experimentation. What happens to the marble when you take it on a swing, slide, merry-go-round, roller coaster, car ride, bike ride or anywhere else you are curious to find out about?

Following the Ice: Is this Global Warming?

From the mess tent, we can hear huge boulders crashing through rapids half a kilometer away. The boulders sometimes sound like approaching footsteps, and as we re all just a tiny bit nervous about an unlikely polar bear visit, conversations trail off and we listen.

In the four years our camp has existed on this glacial river, more meltwater is spilling out from beneath Leverett Glacier than we ve ever seen. What s more, the river has spilled over its banks and is now eroding a glacial moraine near our camp that was likely pushed there in the 1700 s during the Little Ice Age. It s only June and the river is still rising.

Ben Linhoff sampling the stream formed by glacial melt early in the season.

The Greenland Ice Sheet is the most impressive thing I ve ever seen. Looking out over its seemingly endless expanse of white, grey, and black textures of crevasses and rolling hills of ice, one feels close to infinity. On my last trail run, I ran to the top of a small mountain surrounded on three sides by the ice sheet. I was wearing running shorts and a tee shirt; the sun was bright and a steady wind coming off the ice kept the mosquitoes away. I sat down on a slab of granitic gneiss and leaned against a warm boulder. The wind was surprisingly balmy and humid, despite having just crossed the Greenland Ice Sheet. I closed my eyes and soaked in the heat and sun. Later that day I reformatted my air temperature graphs from last year s season to fit the data collected this June. The y-axis had to be expanded by 10 degrees.

Can we say this year s warm weather is because of global warming? It?s not for certain, and it?s important not to ascribe one especially warm season or year to global warming. It s probably more important not to write off global warming as a hoax when it snows in Washington, D.C. This is particularly true in the high latitudes (the Arctic and Antarctic) where temperature variability between years is higher than anywhere else. In the tropics, there is very little variation between years (or even seasons) compared to the much larger variations nearer the poles. However, while average temperatures have climbed in both the tropics and the high latitudes, the arctic and Antarctic have warmed significantly more. In general, the closer to the poles, the greater the increase in average temperature but also the greater the variation between years. Last year we had snow in the middle of June and only a handful of days with bad mosquitoes. This year in early June, it was often unbearably hot in our tents by 5:00 a.m. while outside, millions of mosquitoes swarmed around our tent doors, waiting for us to give into the heat and step outside.

Global warming refers to increases in average temperature over the entire globe over a period of decades, not in one location or over one year. I don t think this point can be made often enough. While we cannot say one warm season is the result of global warming, I think the fact that our ice-melt-fed river is spilling out of its banks and eroding things that have clearly been there for centuries seems worth noting.

Finally, although scientists have been trying to beat the public over the head with this concept for at least two decades, it s probably worth pointing out again: There is widespread, broad consensus among scientists, not just about global warming, but also about what s causing it: burning fossil fuels.

I wouldn t be surprised if someone reading this decides to disagree in the comments. There is a very vocal and surprisingly incensed group of people who think the climate is not changing or that it s all just natural variation. All I can say is that the so-called climate change deniers have views completely at odds with what the mainstream scientific community agrees on. Rest assured, the global warming controversy exists outside of the scientific community.

When I m not collecting samples and keeping equipment running in camp, I m cramming for my qualifying exams for my chemical oceanography Ph.D. in the MIT/WHOI Joint Program. Much of our exam focuses on the carbon cycle and CO2. Because the ocean is the largest sink for CO2 produced from burning fossil fuels (on time scales that affect people), a large part of my exams are focused on tracking fluxes of CO2 in the ocean and then determining its fate (What happens to CO2 once in the ocean and how long will it stay there?). For many years the faculty at MIT and Woods Hole have written qualifying exams that focus on making sure we understand (in excruciating detail I might add) the central role the carbon cycle plays in marine chemistry and Earth?s climate. Because most of us who come out of the program will spend our careers as scientists, the exam is at least partly designed to ensure we are prepared to research and understand the profound way people are changing our planet by adding CO2.

Climate Change Feedback Loops

Doing some ?back of the envelope calculations,? we ve estimated that the river discharging from the glacier is carrying about 400,000 metric tons of sediment per day to the ocean (Ten grams of sediment/liter with a discharge rate of 470 cubic meters/second: feel free to stop reading and try the math!).

The high latitudes (including Greenland) are warming much faster than the rest of the planet.

That?s a lot, but what s really interesting about glacial meltwater is that this sediment load is composed of extremely fine-grained, freshly broken rock material that is primed to consume CO2 through chemical weathering reactions. Although rock weathering is thought to ultimately control Earth s CO2 budget on time scales of millions of years, photosynthesis something probably much more familiar to everyone is the most important sink for CO2 on year-to-year time scales.

Surprisingly, glaciers may also play an important role in driving photosynthesis in the world s oceans. Glacial meltwater, icebergs, and wind-blown dust from glaciated landscapes can all carry essential nutrients (especially iron) to nutrient-starved regions of the ocean (Raiswell et al., 2006). These glacial nutrient sources can fertilize the ocean, stimulate photosynthesis and ultimately cause the consumption of atmospheric CO2. If you are scratching your head thinking, So more glaciers can lead to more CO2 taken out of the atmosphere which would cool the planet, grow glaciers cause more icebergs, more CO2 consumed, more cooling, then you re on the right track and have identified something called a feedback loop.

Scientists are wondering if, during the ice ages, glacial-fed phytoplankton blooms in the Southern Ocean (the ocean surrounding Antarctica) helped keep CO2 levels at a minimum, which helped keep the world in a freezer. Basically, the glaciers themselves may have stimulated photosynthesis and kept global CO2 levels low, which then grew more glaciers and so on, until some external force threw off the balance. This external force would ve been episodic changes in the amount of sunlight reaching Earth?s surface (called the Milankovitch Cycles). Once the timing and intensity of the sun s heat changes (or humans release too much heat trapping CO2), another feedback loop can take over.

Consider permafrost. Permafrost is a thick layer of subsurface soil in polar regions that remains frozen year-round. While you may have heard of permafrost you may not have realized that permafrost contains vast quantities of carbon that was frozen in place thousands of years ago. As the planet warms, and permafrost melts, this ancient carbon becomes food for microbes that transform that carbon into CO2 gas and methane (CH4), which warms the planet, melts more permafrost, producing more CO2 and CH4 (see Frey and Smith, 2005). Ice cores taken from the Antarctic Ice Sheet give us a datable record of the atmospheric CO2 concentrations through time. These records tell us that ice ages are often ended by sharp, fast upswings in CO2. This upswing could very well be the release of CO2 from melting permafrost.

For many scientists, the questions are more immediate. How are glaciers affecting climate today? Will the world s shrinking glaciers produce more or less icebergs, meltwater, and windblown dust and will this help or hinder photosynthesis in the ocean? One interesting hypothesis is that as Antarctica s ice sheet collapses, a temporary increase in icebergs in the Southern Ocean could help fertilize marine phytoplankton and slow global warming as the blooms consume CO2 through photosynthesis. Or not. For now, I think the jury is still out regarding the role the world s ice will play in the changing climate.

There are many of CO2 feedback loops, and glaciers and permafrost are just part of a few of them. Serious accounting skills are required to understand the delicate balance between all of the world s CO2 feedback loops, as well as all the sources and sinks for CO2. All we know for sure is that much like the natural variations in the sun s intensity, burning fossil fuels is heating the planet and could set off a CO2 feedback loop with unforeseen consequences.

For what it s worth, over the last four years in our camp in Greenland, all the nearby ponds have rapidly shrunk and we suspect melting permafrost beneath the water is causing them to drain (think of their bottoms falling out). Meanwhile, as noted in the above post, we may be on our way to a record-breaking melt year that may be part of a larger trend.

Chinese easing hopes shore up markets; Italian bond auction goes smoothly despite downgrade

LONDON - Stock markets brushed off a soft U.S. consumer confidence report and financial problems at JPMorgan Chase to trade higher Friday amid hopes of a further monetary stimulus in China and a relatively well-received bond auction in Italy.

Markets have been buoyant all day, ever since figures showed that China's economy grew by 7.6 percent in the second quarter from the same period the year before. Though that was down on the 8.1 percent recorded in the previous three-month period, it was more or less in line with market expectations and better than some of the markets' worst fears in recent days.

A slowdown in the Chinese economy is one of the main risks stalking the global economy, alongside Europe's debt crisis and the state of the U.S. economy. Booming Chinese growth over the past few years was one of the reasons why the world economy recovered from recession, albeit fairly anemically.

In recent weeks, the Chinese authorities have cut interest rates, lowered banks' reserve requirements to encourage lending and increased spend on infrastructure projects. More is now expected

"As with most China data, there is plenty for both optimists and pessimists; the former expect that China will now ease policy yet further, while the latter argue that this giant economy is still headed for a `hard landing', with growth slowing markedly as the year continues," said Chris Beauchamp, market analyst at IG Index.

In Europe, the FTSE 100 index of leading British shares closed up 1 percent at 5,666.13 while Germany's DAX rose 2.2 percent to 6,557.10. The CAC-40 in France ended 1.5 percent higher at 3,180.81.

The euro meanwhile was up 0.3 percent at $1.2240, bouncing back from an earlier two-year low of $1.2160.

Europe's single currency has foundered over recent weeks as Europe's debt crisis has veered from one crisis to another. A recent run of strong U.S. data and few signs that the U.S. Federal Reserve is willing to sanction another monetary easing anytime has also buoyed the dollar in recent days.

However, the currency got a boost Friday as Italy executed a smooth bond auction despite Moody's downgrade of the country. Moody's reduced its rating on Italy by a further two notches, which leaves the country's credit ratings just two notches above so-called junk.

Italy sold (EURO)3.5 billion of three-year bonds at an average yield of 4.65 percent. That was sharply lower than the 5.3 percent it had to pay at a similar auction in mid-June when investors were acutely concerned about Greece's general election and the scale of the problems in Spain's banks.

"Italy's bond auction went relatively smoothly, perhaps standing in the way of an even larger drop in the single currency," said Vassili Serebriakov, an analyst at Wells Fargo Bank.

The positive tone in markets continued into the U.S. session even though the University of Michigan monthly survey into consumer confidence failed to meet expectations. Its main index dipped to a 2012 low of 72 in July from 73.2 the previous month. The consensus in the markets was for a modest increase to 73.5.

Big banks were leading Wall Street higher, with JPMorgan doing particularly well as it posted earnings even as it revealed that losses from a derivatives trade had grown to $5.8 billion, nearly triple its original estimate. Wells Fargo also reported strong earnings.

The Dow Jones industrial average was up 1.4 percent at 12,753 while the broader S&P 500 index rose the same rate to 1,353.

Earlier in Asia, Japan's Nikkei 225 index was up 0.1 percent to 8,724.11 while Hong Kong's Hang Seng rose 0.4 percent at 19,094.40.

Oil prices tracked equities higher, with benchmark oil for up 78 cents at $86.86 a barrel in electronic trading on the New York Mercantile Exchange.

H1N1 vaccine tied to small Guillain-Barre risk - Drug Abuse -Flu -

? Drug Abuse ? ? Flu ? Jul 10, 2012

Older adults who got the H1N1 flu vaccine in 2009 had a slightly increased risk of Guillain-Barre Syndrome - but the shots weren?t linked to birth defects in babies of vaccinated women, according to two new studies released today.

Researchers said that even with the extra cases of Guillain-Barre, reported in eastern Canada, the flu shots still did more good than harm. ?The risk is pretty small,? said Dr. Claudia Vellozzi, deputy director of the Immunization Safety Office at the U.S. Centers for Disease Control and Prevention, who wasn?t involved in the new research.

On a large scale, ?The influenza illness is a lot more severe, with lots of hospitalizations. I think the consensus is that the benefits certainly outweigh the risks.?

Vellozzi said although U.S. studies also showed an increased risk of Guillain-Barre tied to the 2009 H1N1 vaccine, combined seasonal flu vaccines since then have protected against H1N1 but haven?t been linked to extra cases of the serious muscle disorder.

Guillain-Barre is an example of an autoimmune disorder - when the immune system attacks the body, as though it?s going after a foreign invader. It is most commonly seen as an after-effect of bacterial infections.

The condition is marked by nerve damage that causes muscle weakness, loss of reflexes and paralysis. The phenomenon was a target of research during the H1N1 pandemic, in part because the ?swine flu? vaccine from 1976 was linked to Guillain-Barre in the United States.

For the current study, researchers tracked newly-diagnosed cases of Guillain-Barre in the six months after H1N1 vaccination began in Quebec. More than half of Quebec?s 7.8 million residents were vaccinated, they said.

The researchers tallied 83 new cases of Guillain-Barre during the study, including 25 in people who had been vaccinated against H1N1 within the prior eight weeks.

Based on their findings, Philippe De Wals of Laval University in Quebec City and his colleagues calculated that two extra people would be expected to get the disease out of every one million vaccinated against H1N1 - a risk that was limited to people age 50 and older.

Vellozzi said those results, reported Tuesday in the Journal of the American Medical Association, were ?fairly consistent? with studies done after the 2009 H1N1 vaccination campaign in the U.S.

In a related study, published in the same journal issue, researchers from Denmark found that pregnant women who were vaccinated against H1N1 - whether in their first trimester or later - were no more likely than unvaccinated women to have a baby with a birth defect or one born early. That research involved about 53,000 women, 13 percent of whom were vaccinated in 2009 and 2010.

In a smaller sample of similar vaccinated and unvaccinated women, between four and six percent in both groups had a child with a birth defect and between seven and ten percent had a preterm birth.

There wasn?t a lot of concern the vaccine might cause birth defects, Vellozzi said - but researchers always want to be particularly careful about ruling out possible risks during pregnancy.

?Our study contributes to the information available on the safety of influenza vaccination in pregnancy,? study author Anders Hviid, from the Statens Serum Institut in Copenhagen, told Reuters Health in an email.

?It is by no means a complete evaluation of vaccination in pregnancy, and we cannot recommend specific courses of action based only on our study. However, our results are certainly reassuring to pregnant women and medical professionals.?

Both Hviid and Vellozzi said researchers will continue to test the safety of new seasonal vaccines that are released every year, including those that contain H1N1 components.

TMobile to incentivize select 2G subscribers with upgrade offers during fivecity US pilot

Growing tired of that EDGE-only device on T-Mobile? The carrier wants you to upgrade just as badly as you do, and may be willing to kick some extra incentives your way to help motivate the switch. In an attempt to clear devices from its 2G network, T-Mobile reportedly launched a pilot this month, targeting 5,000 select customers each in Boston, DC, Los Angeles, Miami and New York City with discount offers that vary slightly by market, and may include a waived upgrade fee, up to $100 (Boston) or $50 (NYC, DC) off any phone, or, exclusively for folks in Miami, the option to swap their device for a Samsung t259, t359 Smile or Gravity TXT for free with no new contract to sign. According to TmoNews, customers may receive a targeted offer if they're Classic or Legacy subscribers with 1,000 or more monthly minutes on a 2G device (the iPhone is not included). If the pilot is successful, T-Mobile may roll out the offer to customers in additional cities, as part of the carrier's refarming effort to grow HSPA+ network capacity. A full offer breakdown is available at the source link below.

Reports of mortgage fraud on the decline in 2011

By Associated Press

ATLANTA --?Cases of residential mortgage fraud reported by institutions in the home financing industry fell last year for the second year in a row, according to a new study.

The LexisNexis Risk Solutions Mortgage Fraud Report released Wednesday tracks verified instances of home loan fraud or misrepresentation by mortgage industry professionals, as reported by banks and other financial institutions.

The fraud could include a borrower falsifying information on loan documents but only if the borrower was conspiring with a mortgage industry professional.

The study found that mortgage fraud reports declined 35 percent between 2010 and 2011.

One factor in the decline is that mortgage loan originations sank to their lowest levels since 2001 last year, reflecting a sharp drop in sales of new and previously occupied homes.

Another is that fewer mortgage fraud schemes are taking place at the point where a buyer tries to get a home loan. Mortgage fraud involving the buying or selling of homes in some stage of foreclosure is becoming more common, according to the FBI.

Mortgage fraud investigations by the FBI resulted in 1,082 convictions in fiscal 2011, the agency has said.

Loan application and home appraisal fraud and misrepresentation made up the largest category of fraud type being investigated by lenders last year, according to the LexisNexis study.

Among the trends identified in the report: Instances where buyers and sellers potentially colluded in a home sale or purchase transaction are running at an elevated pace.

One red flag of collusion in a real estate transaction is when there is an undisclosed relationship between buyer and seller, or agent, which could potentially lead to a conflict of interest.

Unless disclosed, real estate transactions are expected to be arm's-length, or with buyer and seller having no relationship to each other.

In 2011, lenders reported that transactions where such a relationship was not disclosed declined to 6.8 percent from 9.7 percent in 2010. In years past, that percentage has been below 5 percent, LexisNexis said.

The decline in the overall number of reported mortgage fraud cases by institutions does not necessarily mean mortgage fraud is on the wane, however.

Reports of suspected mortgage fraud activity posted an annual increase of 31 percent to 92,028 last year, according to the Financial Crimes Enforcement Network.

Still, that spike likely reflects loans made years ago. That's because many banks investigated housing-boom era residential mortgage transactions last year for signs of fraud.

Investors have pressed banks to buy back loans made during the boom years and eventually bundled into securities. The investors claim such loans were made improperly.

Among states, Florida had the highest incidence of reported mortgage fraud, according to the LexisNexis study, followed by Nevada, Arizona, Michigan and Rhode Island.?

What Alcoa's Stock Is Telling Investors About Broader Market

CNBC.com | July 10, 2012 | 04:02 PM EDT

While some investors consider Alcoa?s earnings a bellwether for corporate profits, what the stock does after the aluminum giant reports quarterly results may be a better indicator for the market.

And right now, the stock?s [ AA?8.35? -0.05 (-0.60%) ] decline of more than 4 percent?despite Monday's slightly better-than-expected results?could be signaling bad news for the market.

"History would say we should definitely be worried over the coming weeks," said Ryan Detrick, senior technical strategist at Schaeffer's Investment Research.

Over the past 26 quarters, Alcoa's stock closed higher 10 times and lower 16 times the day after the company reported earnings.

When the stock closed higher, the S&P 500 rose the next month some 70 percent of the time, with an average gain of 2.2 percent.

When Alcoa closed lower, the S&P was down more than 50 percent of the time, with an average loss of 0.7 percent.

?As random as it sounds, the findings suggest there could be significance on the first day that Alcoa trades?there could actually be some type of overall correlation,? said Detrick.

The Dow component posted quarterly earnings and revenue that edged past Wall Street?s expectations Monday afternoon, even though prices for its aluminum were almost near a two-year low.

Senate Dems want tax cuts for businesses that hire

(AP) ? Democrats began trying to push a bill through the Senate Tuesday slicing taxes for businesses that hire new workers and buy major new equipment. They ran straight into opposition from Republicans who complained that the measure was too timid and sought to refocus the debate on their own economic priorities.

As soon as debate began, Sen. Orrin Hatch, R-Utah, said he would offer an amendment extending for another year broad tax cuts for millions of Americans that expire in January, including for the wealthiest earners. President Barack Obama and Democratic leaders want to renew them only for families earning up to $250,000 ? a cutoff that Democrats say would force the rich to contribute to deficit reduction but Republicans say would stifle job creation.

"I remain amazed that the Democratic majority has decided to pursue this bill to support small businesses, when looming tax increases threaten to crush these same small businesses," Hatch said.

"It's just like asking to go into a deeper recession," he added of the tax increases that will hit unless Congress acts. "It's like saying we don't care."

Senate Majority Leader Harry Reid, D-Nev., would not say whether he would allow a vote on Hatch's amendment, but it seemed unlikely. He tried turning the tables on Republicans by accusing them of holding middle-class tax cuts hostage so the wealthiest 2 percent of Americans could get tax reductions.

"So I give Mitt Romney and all the Republicans this news: They're all doing just fine. Mitt Romney doesn't need additional tax breaks," Reid said of the wealthy GOP presidential challenger.

With Election Day less than four months off, the battle highlighted how both parties are using congressional debate to transmit their messages to voters with little regard to whether the legislation at stake will ever become law.

The Senate's Democratic tax-cutting bill has little chance of surviving. Neither does Wednesday's planned vote by the Republican-run House to repeal Obama's 2010 health care law, which has no chance of being duplicated in the Democratic-led Senate.

The Senate bill debated Tuesday would let businesses take tax credits for 10 percent of the difference between their payrolls this year and 2011, whether the extra money is used to hire workers or give raises to existing employees.

Because the credit is capped at $500,000, Democrats said it would predominantly help small businesses. It also limits the tax credit to the first $110,100 of each worker's salary, which the White House said meant that "well-paid executives would be ineligible for tax relief."

The measure would also let firms buying major new equipment in 2012, such as machinery, deduct the entire cost of the purchase this year under so-called bonus depreciation rules. Currently they can only deduct half the amount.

Though both parties favor the idea, critics say it sometimes gives tax breaks to companies that would have purchased the equipment anyway, limiting its impact.

Democrats said the measure would create 990,000 jobs, citing a study they requested from a private, nonpartisan economic consulting firm. The White House said almost 2 million companies that boost their payrolls would get tax breaks and noted that Obama had proposed lower levies for small businesses in the "to-do" list he suggested for Congress in May.

The bill has a 10-year cost of $29 billion.

Republicans prefer a measure the House approved in April granting 20 percent tax deductions to all businesses with fewer than 500 employees ? more than 99 percent of the nation's companies. That bill ? which would cost $46 billion over 10 years ? drew a veto threat from Obama and has gone nowhere in the Senate.

Both measures would be paid for by enlarging federal deficits.

Republicans considered using procedural moves to prevent the Senate from even debating the business tax-cut bill.

But most decided the debate was an opportunity to showcase their own tax policies and the Senate voted 80-14 to begin debate. In the end, they are unlikely to help provide the 60 votes the measure will need for approval, unless they are unexpectedly able to reshape the bill to their liking.

"We'll have to see what the bill looks like" at the end, said Senate Minority Leader Mitch McConnell, R-Ky. He added, "Having said that, I think it is a good idea to talk about taxes this week."

House Speaker John Boehner, R-Ohio, plans a vote before Congress' August break on extending all the tax cuts for a year. Republicans say this would give Congress time to work on overhauling the tax code and avert deep automatic spending cuts that take effect in January unless lawmakers head them off.

Reid also plans a vote soon on renewing the tax cuts, but only for those earning under $250,000.

Underscoring the partisan warfare over taxes and the economy, the two parties drew differing conclusions from a report issued Tuesday by the nonpartisan Congressional Budget Office.

The study found that the average federal tax rate ? including income, payroll and other taxes ? fell to 17.4 percent in 2009, the lowest level since the agency began compiling the data in 1979. Democrats contrasted that with continued GOP demands for tax cuts.

"However much Republicans try to perpetuate false claims, the facts speak for themselves: Tax rates have never been lower than under President Obama," said Rep. Sander Levin, D-Mich., top Democrat on the House Ways and Means Committee.

The report also found that average before-tax income fell 12 percent from 2007 to 2009 to $88,400, while average government support payments have been growing.

"Under President Obama and the Democrats who control Washington, Americans have lost their jobs, seen their wages decline, and fallen into lower tax brackets," said Michelle Dimarob, spokeswoman for Ways and Means Republicans. "A weak economy and fewer jobs is nothing to cheer about."

Venezuela's Chavez says "totally free" of cancer

CARACAS (Reuters) - Venezuela's President Hugo Chavez declared himself fully recovered from cancer on Monday, three months before an election in which he is seeking another six-year term.

"Free, free, totally free," he told reporters when asked if he was free of the disease that struck a year ago.

The 57-year-old socialist leader was first diagnosed with cancer in the pelvic region in mid-2011. He wrongly declared himself cured at the end of that year before having a recurrence of the disease in February.

But after repeated cycles of treatment in Cuba and Venezuela, Chavez is once again declaring himself fully fit at a crucial time when his health is the main wild card before the October 7 presidential vote.

Perceptions of Chavez's ability to campaign for the election, and govern afterwards, are crucial among voters in what could be one of Venezuela's tightest elections of recent times.

At a four-hour news conference that offered more evidence of Chavez's increasing energy levels, he promised to begin campaigning on the streets with a series of caravans in provincial Venezuela from Thursday.

"Now is when I'm stepping into the action. Our offensive begins right now!" said an ebullient Chavez, who disappeared for long periods during treatment over the last year but has been back dominating Venezuela's airwaves in recent weeks.

"Chavez is back in the street, the Bolivarian hurricane!" he added, referring to his spiritual idol and Venezuela's independence hero, Simon Bolivar.

Despite Chavez's optimism, doctors say it is impossible to be sure someone is completely cured until at least a couple of years have passed since the last recurrence of cancer.

The former soldier is leading most opinion polls by double digits, but one recent survey put him neck-and-neck with opposition candidate Henrique Capriles and up to a third of voters remain undecided.

Capriles, a 39-year-old, center-left former governor, has been criss-crossing Venezuela on a "house-by-house" tour in a show of youth and energy that the opposition has been using to contrast with the ailing Chavez, 57.

The president, though, who was famous for his whirlwind on-the-street campaigning of the past, appears to be recovering his energy levels just in time.

"Every day, I feel in better physical condition and I strongly believe ... it is not going to be a determining factor in this campaign," he told reporters. "I'm a veteran of 100 battles and I feel in great moral, spiritual and physical conditions for this fight that is starting."

Cell differentiation as a novel strategy for the treatment of an aggressive type of skin cancer

ScienceDaily (July 9, 2012) ? Skin squamous cell carcinoma (SCC) is a subtype of very aggressive skin cancers that usually develops in sunexposed body regions, but can also affect a large number of organs such as the bladder, esophagus, lungs etc. However, little is known about the biology of these cells, which consequently makes difficult the generation of new specific therapies; actually, the standard treatments are based on surgery and subsequent radiotherapy.

Researchers at the Spanish National Cancer Research Centre (CNIO) led by Erwin Wagner, vice-director of Basic Research and director of BBVA Foundation-CNIO Cancer Cell Biology Programme, have discovered a molecular mechanism that favours the disappearance and inhibition of SCC development. The authors propose that these mechanisms could be crucial for the development of targeted therapies that could potentially overcome drug resistance.

The study, which also involves the participation of medical researchers at the Medical University of Vienna, Austria, is published in the online edition of the Journal of Clinical Investigation.

"The guardian of the genome" p53, decreases cell division in favour of cell differentiation

Using in vitro models, mouse genetic models and human tumors, researchers have uncovered the molecular signals by which the p53 protein, also called "the guardian of the genome," prevents the formation of skin SCC tumors.

"We demonstrate for the first time that p53 promotes differentiation [cell functional specialization] of keratinocytes [the most predominant cell type in the epidermis], thus avoiding their division and providing a protective effect against tumors," states Juan Guinea Viniegra, "Ram?n y Cajal" investigator at the CNIO and first author of the work.

The alteration of these pathways decreases cell differentiation and hence produces an increase in cell division. "We found that samples from patients with skin SCC show reduced activity of proteins that promote cell differentiation and an overactivation of inhibitory signals," says Guinea.

An additional contribution of this work is the use of compounds that induce cell differentiation at the expense of cancer cell division. "The next step is to test these molecules in mouse models of skin cancer and assess whether they impair cell division and tumor development," reveals the author.

Treatment of tumors based on differentiation therapies is a new avenue in the development of innovative cancer treatments. These therapies, unlike conventional ones, seek to transform cancer cells into differentiated cells, which remain in the body with few possibilities to divide and likely avoiding the appearance of drug resistance.

McConnell sees closely divided Senate coming

Republicans and Democrats in Congress who congratulated themselves for passing relatively routine legislation before July 4 are returning to the Capitol for a summer stocked with political show votes and no serious role for bipartisanship. (AP) ? Senate Republican leader Mitch McConnell says the odds of Republicans taking over the Senate after November's elections and him becoming the new majority leader are "50-50."

The Kentucky senator says he expects "a very close, competitive election" in the battles for the 33 seats on ballots this fall.

McConnell is not predicting a sweep for Democrats or Republicans in the fall Senate elections. With 50 seats needed to take control, McConnell says "at the end of the day, we will have a very narrow Senate one way or the other."

There are currently 51 Democrats and 47 Republicans in the Senate. There are two independents, Bernie Sanders and Joe Lieberman, who align with Democrats.

The comments came Sunday on CNN's "State of the Union."

MLB Trade Deadline Primer: Felix Hernandez, Cole Hamels Among Pitching Trade Targets

By Garrett Wilson, The Outside Corner

The trade deadline is a few weeks away, so the rumor mill is about to heat up. To prep you for the coming trade season, we're providing a primer on who the top available trade targets could be as get closer to July 31st.

There is no shortage of big name starting pitching on the trade market this month, but how many, if any will actually get moved? Who can the teams with lesser needs pursue without having to fork over half their farm system?

Probably not available, but it couldn't hurt to ask

Cole Hamels - All indications seem to be that the Phillies are willing to trade Hamels barring shocking leap back into contention. However, they are rumored to be asking for a huge package or prospects in return. If no team decides that they are willing to mortgage their entire farm system to rent Hamels for a few months, it is entirely possible that the Phillies will hold onto Cole, try to re-sign him in the off-season and settle for the draft picks if they fail to do so.

Zack Greinke - See everything about Hamels up above, only factor in that, depending on who you ask, the Brewers have a more realistic chance at re-signing Greinke.

Wandy Rodriguez - Just like last season, Wandy will generate interest, but, just like last season, the Astros might choose to hold onto him since he isn't a free agent until after 2013. However, teams not willing to pay big to get one Hamels or Greinke might view Wandy as a nice consolation prize since he is not a rental, though there are some reservations about how well his stuff might play int the AL. Those concerns aside, Houston will still need to be bowled over to let him go.

James Shields - Tampa is in the thick of the Wild Card race, but their financial situation always has folks thinking they can become sellers at the drop of a hat. With a $9 million club option in 2013 and $12 million club option in 2014, Shields could get too expensive for Tampa's tight budget. However, that probably makes him more of an off-season trade candidate than a deadline candidate.

Felix Hernandez - His name will no doubt appear in speculation. But will the Mariners really trade him? Just ask the definitive source: ShouldTheMarinersTradeFelixHernandez.com

Anibal Sanchez - By all right, the Marlins should be willing to trade Sanchez, who will be a free agent at the end of the year and one the Fish have shown little interest in re-signing. However, after their big off-season spending spree, the Marlins would take a big PR hit if they were to start selling off quality players even if they did fall well out of the playoff hunt.

Matt Garza - Honestly, he is probably the player on this list that is most likely to be dealt. There is no reason for the Cubs to keep him anymore, but that is what everyone thought during this last off-season and here we are with Garza still on the Cubs roster. In this flooded market, it would not be the least bit surprising if the Cubs once again pull him off the market and try again to shop him this off-season instead.

Edinson Volquez - Volquez has bounced back in a big way this season, which would normally make him prime trade bait on a team like the Padres but with a new ownership group coming in, San Diego's philosophy of constantly rebuilding might finally change, meaning the Friars could hold onto Volquez until the new owners take control and issue new marching orders.

Take my (overpaid and/or ineffective and/or injured) starting pitcher, please!

Ryan Dempster - When he has been healthy, Dempster has been one of the best pitchers in the National League in 2012. It is that pesky "healthy" part that makes him something of a gamble. He is presently on the disabled list for the second time this season, though he is slated to come off it soon. He'll have a short amount of time to rebuild his value.

Jeremy Guthrie - In Colorado, Guthrie has been one of the worst pitchers in baseball. Away from Colorado, he hasn't been too bad, but he still temporarily lost his rotation spot on the pitching-starved Rockies. At this point, he is damaged goods and the Rockies should be thankful if they can get a prospect with a pulse and some minor financial relief.

Francisco Liriano - A disaster to start the season, the wildly inconsistent Liriano seems to have gotten his season back on track in the last month. He is a free agent at the end of the season, so the Twins would be wise to cash out on him before he goes in tank again.

Brandon McCarthy - McCarthy has alternated between being fantastic and injured all season long. He's a free agent after the season, so the A's almost certain to trade him as soon as he is healthy enough. Some lucky team is going to get an injury-prone pitcher that could beef up their rotation and also their follower count on Twitter.

Joe Blanton - If you can stomach all the home runs he allows and the remainder of his $10.5 million salary, Blanton can come and eat some inning for a contender near you. Also

Joe Saunders - Saunders was having another nice season, but was still set up to be expendable to the D'Backs regardless of what their record was thanks to their treasure trove of young pitching talent. Alas, he had to go and land himself on the disabled list with a bum shoulder. He should return shortly after the All-Star break, so he has time to re-establish his value, not that anyone has ever gotten all hot and bothered about the idea of acquiring Joe Saunders.

Something is better than nothing

Jonathan Sanchez - Did you know he threw a perfect game once? That is probably something Royals GM Dayton Moore will mention quite a bit while trying to distract other GMs from Sanchez's 6.75 ERA.

Bartolo Colon - Those stem cells are a wonderful thing since they have allowed Colon to somehow remain a steady if unspectacular starter. He won't dominate or routinely go deep into games, but he will throw a whole lot of strikes.

Kevin Millwood - Millwood has found the fountain of youth in Seattle and comes with the added bonus of a dirt cheap salary.

Randy Wolf - Wolf looks he might be nearing the end of the road, but with Milwaukee going nowhere and his contract set to expire, he could find his way into the very back, like the waaaaaaaaay back, of a contender's rotation.
